“The Environmental Authorisation for the N2 Wild Coast Toll Road was wrong. It was unlawful not to look at the socio-economic impact of tolling. Second, you decided where the road should be in 2002 and gazetted this in 2004. In all meetings you then refused to tell rural communities where the road would go. You claimed it was not decided yet. Then you gazetted the road reserve again in 2016. Compared to 2004, the road ‘had not moved one inch’.
